They prevent people from making one unrelated comment and then leaving. The top commentators list is also a neat idea. It forces people who want to get rewarded to work for their reward. The blog owner will quickly realise who is simply going for the list as they will have keywords in their name. If people are simply commenting on your blog to get in the list then I don't see any harm as long as their comments are on topic and are of some value to the blog as a whole.
